Application process for bushfire-prone areas

WA BAL Report are experts at conducting bushfire attack level assessments and bushfire attack level reports to determine your site’s BAL Rating, which will identify the additional requirements that need to be met in building or developing on the site. Depending on the features of your site, the application process for building or redeveloping in designated bushfire-prone areas will differ.

The following application process applies to single houses or ancillary dwellings (Class 1 and associated Class 10a buildings or decks) located in a bushfire-prone area. If the lot is less than 1,100m2, and where an existing BAL Contour Map does not exist, you will be required to undertake a BAL Assessment. The Building Code of Australia references Australian Standards 3959 as deemed to satisfy solution that demonstrates compliance with the bushfire performance requirements. You can then continue to the Building Permit Process.

For lots equal to or greater than 1,100m2, where an existing BAL Contour Map does not exist, you will also be required to undertake a BAL Assessment. If the BAL Rating for the site is BAL-29 or less, you are permitted to continue to the Building Permit Process. If the BAL Rating of the site is BAL-40 or BAL Flame Zone, then you will be required to lodge a development application.

The development application will address bushfire protection criteria with the aim of achieving BAL-29 or less for the site. The application is assessed against State Planning Policy 3.7, Bushfire Planning Guidelines and any other planning matters as appropriate. The development application may be refused or approved and notification placed on title, in which case you can proceed go the Building Permit Process.

The Building Permit Process involves lodging the building permit application that demonstrates compliance with the Building Code of Australia. The application must also demonstrate compliance with any planning approvals. Bushfire construction requirements apply in designated bushfire-prone areas. From there, the building permit may be granted or not granted.
