Yesterday, WA BAL Report discussed the application process for buildings other than single houses in a bushfire-prone area. Today, we will cover the application process for all other buildings. The application process has become more complex since reforms to the bushfire planning process were implemented on 8 April 2016. If you live in a bushfire-prone area, it is necessary to obtain a Bushfire Attack Level (BAL) Assessment and BAL Report to determine your level of risk from bushfires and the corresponding construction requirements.
The following steps are meant as a guide only, and you should speak to a bushfire professional or registered building surveyor about your individual requirements:
- Is the property within a designated bushfire prone area? If so, proceed to step 2. If not, no bushfire provisions apply, however owners are still encouraged to consider the bushfire risk relating to their property.
- A BAL Report is required to be undertaken if there is no BAL Contour Map.
- The development must address bushfire protection criteria with the aim of achieving a bushfire attack level of BAL-29 or less. Then, the application may be approved or refused.
- If the application is approved, is the building a Class 2 or 3 or associated Class 10a building or deck? If so, proceed to step 5. If the building is a Class 4-9 building, no bushfire construction requirements apply. If you are unsure of what Class your building is, you should consult a registered building surveyor.
- A Building Permit is required. The building must comply with the bushfire construction requirements. WA BAL Report can advise on your individual requirements.
