The Bushfire Planning and Design Accreditation Scheme

WA BAL Report are accredited under the Bushfire Planning and Design Accreditation (BPAD) Scheme. This is in relation to the conducting of Bushfire Attack Level (BAL) Assessment Reports. The purpose of the scheme is to provide formal recognition of bushfire practitioners providing bushfire assessment, planning, design and advice services. Practitioners must meet criteria based on specific accreditation and competency requirements and must possess a detailed knowledge of and ability to practically apply the relevant planning, development and building legislation and policies.

Through the Accreditation Scheme, BPAD Accredited Practitioners are recognised by industry, regulators, fire agencies, end-users and the community. The BPAD Scheme is guided by a national framework consisting of three categories of accreditation:

• BPAD Level 1 (BAL Assessor) – this qualification recognises practitioners who determine Bushfire Attack Levels using simplified methods. They are also certified to provide advice on appropriate design and construction requirements. Accredited Practitioners are to provide services that are limited to performing an assessment of the appropriate BAL using Method 1 (simplified method)
• BPAD Level 2 (Bushfire Planning Practitioner – prescriptive) – this qualification recognises practitioners who develop planning and building applications by applying prescribed design requirements in accordance with local regulatory requirements in addition to the activities described for a Level 1 Practitioner. At this level, the simplified method is still utilised but can be combined with preparation of acceptable solutions for planning developments with no deviations
• BPAD Level 3 (Bushfire Planning Practitioner – performance) this qualification recognises practitioners who develop planning and building applications by developing alternative design solutions, excluding construction provisions, in accordance with local regulatory requirements in addition to the activities described for a Level 1 and Level 2 Practitioner. This qualification involves a graduate diploma in Bushfire protection and permits the use of planning documentation, some alternate bushfire modelling, specific project advice and Performance Based Solution Management Plans.

WA BAL Report are accredited Level 1 Bushfire Practitioners. In Western Australia, only BPAD Level 1 is currently available. The BPAD Level 2 and Level 3 are available in the national framework for the BPAD Scheme.
