Complying with AS3959 – how much will it cost?

WA BAL Report specialise in conducting Bushfire Attack Level Assessments and Bushfire Attack Level Reports. If you live in a bushfire-prone area, you may be required to comply with certain building and design standards under the Australian Standards (AS) 3959 based upon your BAL Rating.

WA BAL Report can assist you with determining your BAL Rating and the corresponding standards required to be complied with. However, practically speaking, many of our clients are concerned with how much extra it will cost to comply with AS3959. Today, we want to shed some light on the likely cost of compliance, based on your BAL Rating.

  • BAL Low – your property is considered to have insufficient risk to warrant specific construction requirements. There are no estimated additional compliance costs
  • BAL 12.5 to BAL 19 – your property is considered to be at risk from ember attack or burning debris ignited by windborne embers together with increasing heat flux. The cost of compliance is estimated to be $11,535 (for a base house), $14,981 (for a large two storey) and $21,428 (for elevated light weight construction)
  • BAL 29 – your property is subject to increasing levels of ember attack and burning debris ignited by windborne embers together with increasing heat flux. The cost of compliance is estimated to be $15,471 (for a base house), $17,095 (for a large two storey) and $35,024 (for elevated light weight construction)
  • BAL 40 – your property is subject to increasing levels of ember attack and burning debris ignited by windborne embers together with increasing heat flux and the increased likelihood of exposure to flames. The cost of compliance is estimated to be $17,107 (for a base house), $19,751 (for a large two storey) and $62,357 (for elevated light weight construction)
  • BAL Flame Zone – your property is subject to direct exposure to flames from the fire front in addition to heat flux and ember attack. The cost of compliance is estimated to be $20,885 (for a base house), $28,905 (for a large two storey) and $76,679 (for elevated light weight construction)

The above estimated costs are broadly consistent with evidence provided by the WA Department of Commerce.
